Yes, it definitely could be since a broken LED seems less likely.
Now, -I'm hesitating to mention this, because this is a long shot, but there is this one 'hairdryer trick' that just may work (temporarily at least) : Fix a Dead Power Supply Using a Hair Dryer (Reflow Trick) - Instructables.
I'm not sure why this would work, but a number of folks have reported that this method worked for them.

Of course, if it is the case that your power supply has indeed flatlined, chances are you should be able to find a decent replacement HP power supply inexpensively through eBay.
