HP Recommended

When I power up fan starts, mouse has light, can hear HDD spin, but no video output. I have tested power supply- OK, changed ram, Video card and slots. Tried HDD with Linux. Even tried another mother board, same issue.  Tried new video cable. Also fan ramps up after one minute. Any suggestions greatly appreciated!
