We received a shipment of HP 800 g6's. We load an image with Windows 10 LTSB on them. This has worked fine for 3 generations. Created a new image, seemed to work. However, if any of the new computers with our image get turned off improperly (power button held down, power pulled) they boot to the HP splash screen and won't go any further. We have to boot to a USB and mark the C: as bootable, then it's fine again. I'm at a loss.

What specifically are you doing when you mess with the C: drive? Are you recreating the boot files? Are you marking the boot partition as Active?

After much wailing and gnashing of teeth, turns out Intel's newest chipset doesn't have drivers for Win 10 Enterprise LTSC 1608. There was a PCI Simple Communications Controller that Windows would not find a driver for. We upgraded our volume license to 1807.
