So I just switched out the pre-installed heat sink for a better one, and now that the computer is plugged back in the fans don’t turn on, and the computer power cycles. Not sure how to fix any help is appreciated!

Hi,
Assuming you replaced the CPU fan/heatsink. Is this correct?
A power cycling loop at startup is usually a power supply problem, or a bad connection on the MB, or other MB damage, or CPU socket damage. This sounds like the power supply is resetting because of voltage/continuity problems.
Check all connections. Replace the factory heatsink and fan to test for a successful POST.
I can only guess you may have accidently damaged the MB.
