I received a computer that had the previous owners login information that I do not have access to so I restarted the computer and no I'm receiving a message saying "account disabled please check with your administrator"

You should be able to install windows 10 fresh. According to Microsoft experts even a stolen laptop can have a fresh copy of windows installed and made working. Knowing Microsoft, I assume this is a feature and not a bug. A password in the bios is a real problem.
I would go for 64bit install, not the 32.

you don't say if the computer is new or used..
If new, not normal, you should contact the dealer
if used

I don't know where you are, but in France, this can lead to a very heavy fine, or prison, you are recognized as an accomplice

That is exactly the way it should be. Unfortunately, it is not like that here.
One thing I read about was how the EU has required that vendors like HP, Dell and even Microsoft must provide a repairability scale to inform buyers how easy or hard it is to repair a tablet or laptop. It is now possible here in USA to find out and get and idea how the cost of a repair before buying. My surface pro 4 had a repairability near 0. I would not have bought one if I knew that. Some of the HP models are up in the 8 and 9 and I just read where Microsoft is advertising their new laptop is "repairable".

In France, we were told that this is very complicated for the moment, we can be deceived, the repairability index is not at all reliable, I will not go into details, but it would be worth reviewing, to make it fairer!
