Can you use a MultiMeter, to check the voltage & amperage being produced by the AC adapter?

Can you remove the battery, and then try to start-up your computer without it?

Do you have a friend with an identical computer, such that your battery can be placed into their computer, to see if it will accept a charge, and then return the battery to your computer, disconnect the AC adapter, and try to start-up your computer?

Or, take the computer to a computer store, and ask them to do that "battery-swap", as a trouble-shooting step?

If the above does not help, it could be the motherboard that has the problem.

Compare the price of a replacement motherboard with purchasing a replacement computer.

Factor-in the current age of the laptop.

If the current laptop is running Windows 7, you will need to purchase a new computer in January 2020 (16 months away) with Windows 10, after Microsoft terminates support for Windows 7.
