That message usually indicates the hard drive has failed. Since it is a normal hard drive and that PC is fairly old, not a big surprise. In order to verify this run the Diagnostics routine.
To run the Diagnostics routine, Start tapping the Esc key BEFORE starting the PC and then press the start button.
Keep tapping the Esc key until a menu shows. Then pick Diagnostics from that popup menu, F2.
Report back with the results.

Hi fellow old man, even after 3F2 Hard Drive Error when trying to boot up. Start menu won't open diagnostics still results the same. I’ve replace the hard drive and still set the same result. I feel like the crazy man who keeps trying the same thing and expecting a different result.

Did you follow the explanation on how to get to the popup menu?

If you do not get the popup menu in that manner, then there is something more than the hard drive going on.

I have run the HP Diagnostics system test and still saying I have no boot device found/hard drive installed. I’ve replaced the hard drive and still set the same result. Still feel like the crazy man who keeps trying the same thing and expecting a different result. Thank you for trying.

Interesting. Curious but I do not see you saying anything about reinstalling Windows 10. Have you done that?

Thanks for the reply. No, I did not but rather replaced it with the old drive because both had the same result. So rather than going through all the fuss; I was hoping to try to get a resolution to the original problem, if possible.

Well if the new drive was not prepared, that would be the reason for it giving the same warning. You need to install Windows and whatever other software you wish to have on there.
The old drive has most likely failed, to give the warning. Since you have the new drive, install windows
If you need the install media for Windows 10, you can make it from this Microsoft download
https://www.microsoft.com/en-us/software-download/windows10
With a working PC, scroll down to the "Using the tool to create installation media"
and then follow the directions. You can make either the DVD or USB. Use this new media to install Windows 10.
When the install asks for the product key, click the "I don't have a product key" option to continue,
then the install will continue. It will be activated once it connects to the internet, as it uses a digital key.
After the PC is running again, check in device manager to see if Windows found all of the drivers needed. If all is good, then you are all set, if there are some devices without/missing drivers, here is the drivers download page

Thank you T.O.M., I have run the F2 and HP Diagnostics system test and all the other ones available and still it's saying I have no boot device found/hard drive installed. I’ve replaced the hard drive and tried to install windows, but it would not complete. Still the same result.

So, despite your commendable efforts, I have given up. I'm sending it to someone with greater knowledge and will provide you with the results when I hear back.
