Do you see any flashing chassis LED patterns or hear any beep error codes?
It is possible the PC is posting but you have no video output. Check video connections, try a different video cable. Verify the monitor works.
You could have a different hardware problem besides a graphics card problem. Fans spinning up and normal LED activity suggest the MB is getting power. Have seen many different causes for the symptom you see ranging from a bad storage device down to the RAM, power supply, MB or CPU.

The Victus is a new PC and should be in warranty. You would have to reduce the PC to a minimum configuration, possibly swap in different components (this can be expensive) to find the bad component. It is best to use HP Support when you are in warranty. Then consider a local PC tech when out of warranty.
