Welcome to the HP Forum.
This message can suggest the system disk has failed (hardware).
Or Windows boot manager is corrupted (system files).
Check your PC's hardware using HP Diagnostics as follows:
Start the PC. Repeatedly tap the "ESC" key.
Select "F2". Run system and component tests to confirm: a drive problem, a memory problem, or other component problem. Run extensive tests.
A drive failure requires replacing the system disk. Then do a HP Cloud Recovery or reinstall W10 clean.
You can try to recover data on the failing drive by connecting it to a different PC, or this PC, as a data drive after you get Windows going on the newly installed drive.
Fixing Windows boot manager is hit or miss, at least in my experience.
