Installed RX 470 with new power Supply. Desktop not booting. Get 3 long beeps and 3 short beeps

HP Pavilion 580-137C
Microsoft Windows 10 (64-bit)

I purchased the HP desktop specs below.  I swapped out the powersupply with CORSAIR - CX-M Series 550W ATX12V 2.4/EPS12V 2.92 Modular and installed my Powercolor Rx 470 4 GB card.

 

The desktop does not boot and instead the Green Power Button flashes with a 3 long beeps 3 short beeps audible error message.  HP says that error means its the graphics.  This card is confirmed by Power Color support to be in working order.

 

Is this mother board compatible with this video card?

First off, only install and test one hardware component at a time.

It is Totally Amazing that they can "remotely" test a piece of hardware against being "defective" !!!

Is there a cable from the new power-supply with a 2-by-2 connector that is currently plugged-in the motherboard, near the processor?

 

EDIT:  From: https://www.asus.com/us/Graphics-Cards/RX550-4G/overview/

there is no requirement/capability to accept external power from the power-supply.

 

So, the following sentence does not apply.

 

Is there a cable from the new power-supply with either a 2-by-2 or 3-by-2 or 4-by-2 connector that is currently plugged-into  the new graphics adapter?

Wow very fast replies, I appreciate the attention.  Hope a solution is found

 

I guess I should provide more context.

 

Before this HP I buuilt my own AMD FX4100 desktop with a gigabyte 990fxa-ud3 rev 1.

 

The video card I had before this one was a powercolor R9 270.  I did warranty replacement on that one and Powercolor sent me an Rx 470.  However it doesn't appear my old motherboard was compatible.  

 

I bought the HP and installed the Rx 470 and new PSU.  Got the no boot, reached out to Power Color asking them for an RMA on this new GPU.  They then assured me their is nothing wrong with it.

 

I am debating on just spending another 200 and getting a case and motherboard and maybe liquid cooling for overclocking.

 

I would love to save that money if the solution is simple, like is a BIOS update available for this HP motherboard.

 

HP support site does not indicate any BIOS update since Nov 2017.  Saw tag on mother board saying its part of "8099" family.  The other families have much more recent BIOS updates but I am not sure if my board is compatible with those BIOS's

Forget about updating the BIOS with your current situation.

When comparing the specifications, I cannot discern any great difference in performance.

 

Will your computer boot properly when the original adapter is installed (with the new power-supply) ?

I also purchased my wife the same computer. The gpu does not work in either. The corsair power supply however does work with default RX 550.

I reached out to powercolor again and they gave the statement of motherboard compatibility.

Gonna test the card in a new gigabyte am4 Mobo to see what happens. If it works then it's HP mobo, if not I will do another RMA. Hopefully they send me a rx 570 this time.

Will either return the motherboard or strip the HP and install everything on the new Mobo.

Note that the HP motherboard contains the 25-character product-key for Windows 10.

 

If you switch to a different motherboard, the terms of your Microsoft License, to which you clicked "I Agree", do *NOT* entitle you to use that product-key on a different motherboard.

 

So, you will probably need to purchase a new license for Windows 10.  Ouch!
