@Lazerboss1 Welcome to HP Community!
I have a few steps that should help resolve the issue, also, if there's no display on the monitor at the moment, please connect it to an alternate monitor and check if that works, if that doesn't work either continue with the below steps:
Step 1: Remove discs and devices
Before troubleshooting startup issues, remove or disconnect all discs and devices from the computer.
Turn off the computer.
Remove any discs and USB devices.
Remove memory cards from the card reader slot.
Disconnect all non-essential devices such as printers, scanners, external hard drives.
Leave only the mouse, keyboard, and monitor connected.
After you have removed all discs and devices, turn on the computer.
If the computer starts, reconnect devices one at a time, to determine which disc or device is causing the problem. If the issue is solved, troubleshooting is complete.
If the computer still does not start and exhibits the same problem, press and hold the Power button to turn off the computer. Do not connect anything, and then continue troubleshooting.

thanks for the reply!
my pc does not have any problems turning on but more of booting problem the last options were to refresh or reset my pc but both failed for the refresh it keeps on saying the "there was a problem refresh your pc" and trying to reset my pc it was at 25% then my pc turns off and it reapeat's after every attempt and I dont why my pc seems to still be on having the cpu fan and monitor off because on the side of the case I can feel the hard drive is still on and the power button is still alight.

@Lazerboss1 If you've checked with an alternate monitor and that has the same issue, this is most likely due to a hardware malfunction and I suggest you talk to HP support and discuss your options, follow the below steps to get started:
1) Click on this link - http://www.hp.com/contacthp/
2) Click on Sign-in or select the product using the below step:
3) Enter the serial of your device.
4) Select the country from the drop-down.
5) Click on "Show Options".
Fill the web-form, to populate a case number and phone number for yourself!
Also, if you are having trouble navigating through the above options, it's most likely because the device is out of warranty, if yes? please send me a private message with the region you are contacting us from,
