Laptop on, air sound on, led light on but can't open

Hp 2EY76PA#ACJ
Microsoft Windows 10 (32-bit)
When I turn on my laptop it shows restart the device when I restarted it take too much time so, I try to turn off the laptop using power button, now I can't see anything, air and lights is on but shows nothing. It remains black.
Please help me out

As I understand the computer isn't turning on anymore,

Don't worry as I'll be glad to help, however, to provide an accurate resolution, I need a few more details: 

Have you reset the computer to release excessive static?

 

While you respond to that, The best way to do that is using the HP Guided Troubleshooter:
