Can you run the HP Hardware Diagnostics, to see if the disk-drive is "healthy" ?
Note that Windows "calls home" to check for Windows Update, if Windows starts with an active Internet connection.
Also, the Windows Defender anti-virus usually updates, each time that you restart Windows.
This can take some time.
Experiment: disable the computer's WiFi, and/or disconnect the Ethernet cable, before you power-on the computer, to see if it loads more quickly.
