I've seen numerous posts on this issue and I think I have discovered the real problem. 

 

If you have bios newer than 5.14 the cpu fan will still to full speed every couple of minutes even if the pc is at idle. This is not because the cpu is hot but because the onboard graphics is. As a last resort to the GPU running at 99C, the CPU spools up trying to cool it. At full speed, the CPU fan can cool the GPU by 10C six inches away. If you have this motherboard, provide cooling for the GPU, which has no fan and the problem will go away.
