My Compaq CQ1000pc doesn t power up. There is power 19 V tested from power source. No light no noise

Pressing start nothing happens. There is power 19 V tested from source. But no lights no noise

your computer has an external power-supply, but you've already verified the voltage & amperage being produced by that unit.

Release date: 13-Jun-2011

 

So, the problem must be "inside" your computer. 

Most likely cause is a failed motherboard, which is very expensive to replace.

 

I tried: http://partsurfer.hp.com/Search.aspx?searchText=A0P02EA

but HP no longer offers to sell a replacement motherboard.

 

You might find one on eBay. Maybe.

 

But, since your computer is an "antique", it would be best to replace it.

It's likely that the current disk-drive, manufactured in 2011 (?) is likely to fail, sometime soon.

So, keep the disk-drive, and temporarily connect it as a "secondary" disk-drive in your "new" computer, to copy your personal files.

 

Note that Microsoft's support for Windows 7 will end in mid-January 2020, just 19 months away.

At that time, you will NEED to replace your computer.  So, replace it now, before your disk-drive fails.
