The mouse probably would not light up until the USB drivers got loaded, and the fact that you're not seeing a login screen both indicate that your PC is not booting into Windows. But, this could be due to any number of hardware issues.
So, your best bet is to run diagnostics ...
1) Press Esc key repeatedly, several times a second, while rebooting the laptop. Do NOT hold the key down, just press it over and over.
2) Eventually, you will see an HP Startup Menu -- that will look similar to the image below ...

3) press the Function key for diagnostics -- usually F2 -- and let it run.
4) Report back what it finds
