My Envy 23 AIO says "Boot Device Not Found" when I power up.

HP Recommended
Envy 23 AIO
Microsoft Windows 10 (64-bit)

It also says "Please Install an Operating System on your Hard Drive." Hard Disk -(3F0).  HP's support states that I need to run a systyem (F2) hard drive check but when I do, the computer comes back with "smart check not installed." So I can't get a HD scan done.  Also, on startup, I cannot get the BIOS window to open using the F10 key. Is there another way to scan, or bypass, the HD so I can open WINDOWS? Thanks.
