My computer turns on and I hear fan but the screen is not turning on?

What is the model-number of your computer?  Desktop? Notebook? Tablet?

> My computer turns on and I hear fan ...

Does the CD/DVD tray open/close when you push the button?

If so, it is getting power from the computer's power-supply, which is good.

Is the fan "roaring", or is it quietly spinning?

Does it have a separate monitor?

If it does, can you connect that monitor to a different computer, such as a notebook computer, to see if the monitor works?

Or, can you connect a different "known-good" monitor to your computer, to see if anything is displayed?

It seems like you need to take the computer to a qualified computer technician, for professional trouble-shooting.

Any other trouble-shooting steps will involve partial disassembly of the computer, for which you may be reluctant to attempt.

OK.  This implies that the power-supply is supplying power to the CD/DVD drive, i.e,. the power-supply is working.

It also implies that the motherboard successfully completed the POST ("Power On Self Test").

After the POST completes, the motherboard tries to access the disk-drive, but it seems to be failing to load the Windows system files from the disk-drive.
