HP Compaq Elite 8300 Convertible Minitower PC (ENERGY STAR)

It was showing to me that there is an update but it always failed, so i try to do a scan and update using command prompt “ use as an administrator “ , anyway I follow some steps from some article and the last step was “ restart your device “ , then since that my hp computer/desktop .. is keep restarting again and again , i try to remove the power and put it back but still same issue

Was this a Windows Update that failed?  And, what exactly did you do using the command line -- it's not clear from what you said in the thread.
