Hi

Please provide more info.

Maybe HP sent you a bad piece of hardware, it can happen.

Did HP provide a new power cord or a new power adapter and cabling?

A new power adapter which does not work would suggest you have a PC hardware problem. AIO PCs having startup problems where the power source is good generally relate to the motherboard as the cause. You could have bad memory modules or CPU memory controller problems. These faults may exist in addition to a bad motherboard.

Shorts can occur using additional USB peripherals or disk drives connected to the PC.

Contact HP Support for more assistance as it seems you just completed a successful warranty request.
