Hi I have a newly installed windows 10 operating system on a second hand hp computer.
Previously I tried a psi to usb adapter plugs for mouse and keyboard this still did not cause boot to work.
So I have bought a new psi keyboard as I was told this was stopping booting up still, have the same issue with same solution. Currently trying to buy a psi mouse.
If the magic ritual is working then:=
If the screen shows some form of life during the following ritual it will normally boot so I stop the ritual.
Then it will then boot up with mouse and keyboard.
Magic Ritual:=
1 Turn on the computer and quickly hit keyboard keys and mouse button at random but fairly quickly
2 Ensure monitor 'on', light is green at all times screen (tends to go off then will not boot).
3 If my two hands manage to do the work of three then it will boot sometimes even first try sometimes after multiple tries. Which of these actions are redundant and random magic occurs I cannot say.
All I can say without this stupid ritual it will not boot at all.
I have tried psi-usb adapter that never worked even with magic ritual.

I bought one of those PS2 => USB mouse & keyboard dongles long ago and discovered it only worked with windows. It needed a driver and the motherboard bios did not know how to talk to it only windows did. I have a similar problem with bluetooth keyboard. I have to go look for a wired keyboard if I have to make a bios change.
Your system should work directly with USB keyboard but that is a guess since you did not give your system / model name.
What model HP do you have?
