HP EliteDesk 800 35W G4 Desktop Mini PC

Recently bought an EliteDesk 800 G4 DM 35W with 65W PSU locally. After plugging it in and turning it on...nothing. No visible LEDs, No beeps, no fan spin, no response at all. I check the model and power supply specs, i checked the outlet, disassembled everything to checked the board for any damaged or burned components; and everything seems fine. It has 8GB RAM, 512GB PCI SSD, everything installed correctly. 

 

While reassembling I noticed only 2 LED responses: one single orange flash from the bottom of the board when plugged in & one single green flash near the CPU when unplugged.

 

Completely lost...

Did you try:
1) re-seating the CPU, checking if it is actually a 35Wcpu

2) reset bios

3) try to disconnect hdd and anything plugged except for keyboard  (remove all internal hdd) and power it on?

G4s originally comes with a 90W PSU, but I use it with a 65W one too.
