I am not able to reset my pc in both the conditions given as an option there , and also not able to do automatic repair , while resetting pc it shows not able to reset , and have tried with startup repair etc.

Sometimes the Windows gets confused. Which Windows version is in question here? You might need to make a Windows install disc and boot to that in order make make repairs or even do a fresh install.
If you have Windows 10, you can make the install media from here:
https://www.microsoft.com/en-us/software-download/windows10
With a working PC, scroll down to the "Using the tool to create installation media"
and then follow the directions. You can make either the DVD or USB. Boot to this new media and pick repair this PC. If you need further help, please ask.
You can also use this new media to install Windows 10.
When the install asks for the product key, click the "I don't have a product key" option to continue,
then the install will continue. It will be activated once it connects to the internet, as it uses a digital key.
