Operating System: Microsoft Windows 10 (64-bit)

I have noticed that my PSU fan is randomly turning on and off with no rhythm. Not sure if this is normal or not. There is plenty of ventilation in the case and it's not in a confined place or hot location. Is it just on the point where its not too hot and too hot?
