Omen Desktop Will Not Power On Unless I Unplug It and Remove the CMOs Battery for 30 Seconds

HP Obelisk Desktop 875-0024
Microsoft Windows 10 (64-bit)

The computer runs fine after I put the cmos battery back in. I can restart it and it works fine. But if I power it off it will not power on again (no fans turn, nothing happens). I have to unplug it again and remove and then reinstall the CMOs battery. Then it comes on.  I put in a new CMOs battery but it did not help. I tried another power supply and it would not work even if I unplugged it and did the cmos battery removal and reinstall. I tried shorting the cmos. I tried shorting the power button switch. Did not work. Any other suggestions?
