My PC won't sleep.  Power consumption has been around 100W for around 36 hours.  Normally it sleeps after a few minutes, per the power save settings.

I ran some diagnostics.  Here's the smoking gun:

PS C:\WINDOWS\system32> powercfg.exe /requests
DISPLAY:
None.

SYSTEM:
[SERVICE] \Device\HarddiskVolume4\Windows\System32\svchost.exe (Schedule)
Windows will execute '\Hewlett-Packard\HP Diagnostics\SmartCheckTest' scheduled task that requested waking the computer.

Could it be possible that HP's SmartCheckTest is preventing my PC from sleeping, and if so, how to cure this?

Ah, I'm not sure if that's correct, but thank you very much for the reply.  The heading 'SYSTEM' isn't a process - it's just the one of the collections reported by the powercfg diagnostic.  The executable is svchost.exe, which is the master process for services.

I did a little digging, and found that  under the 'HP Diagnostics' folder inside Task Scheduler, the task was visible.  It looks like it gets spawned weekly, and will tend to awaken the PC, so this could be the culprit.  I've changed that to as to not cause awakening in future.  Let's see where that goes.
