If the hard drive has passed the Diagnostics, then it probably is a Windows problem. If Windows 10 fails to boot after three times in succession, it is supposed to go to a repair or trouble reporting screen.
If that does happen, you can make the Windows 10 media and boot this PC to the new media and try a repair first.
Make the new media and pick repair instead of install when you boot this problem PC to the new media.
You can make the new install media from this Microsoft download
https://www.microsoft.com/en-us/software-download/windows10
With a working PC, scroll down to the "Using the tool to create installation media"
and then follow the directions. You can make either the DVD or USB. Boot to this new media. When it gets to the Windows screen with "Install now", pick the "Repair your PC" down in the lower left corner instead. If the repair functions do not solve the problem, then reinstall Windows using this new media.
Use this new media to install Windows 10.
When the install asks for the product key, click the "I don't have a product key" option to continue,
then the install will continue It will be activated once it connects to the internet, as it uses a digital key.
