Welcome to the HP Support Community.
Thank you for posting your query, I will be glad to assist you.
I see that you are facing an issue with your PC.
Kindly refer to the below steps to fix the issue.
Open the old Control Panel (not the settings app)
At the top of the old Control Panel, set the view to icons
Open Power Options
On the left, click 'Choose what the power buttons do'
At the top right, click 'Change settings that are currently unavailable'
Under 'Shutdown settings' disable 'Turn on fast startup'
Save that and close the Control Panel, then restart (not shut down) your laptop to apply that setting.
