I've installed a new PNY Quadro P620 into my HP Envy. When I do, the PC doesn't seem to boot (or even get to POST). I've updated the drivers, BIOS, etc... I've disabled secure boot and enabled the legacy boot. Once the card is out, the PC boots fine. I can't think of anything else to try, hoping someone here may have experienced something like this already?

I see you are experiencing issues with the HP ENVY Desktop.
I have a few recommendations
- Try with an alternate PNY Quadro P620 VGA PCI Express.
- Integrated graphics is Intel UHD Graphics 630. Integrated video is not available if a graphics card is installed.
- Try installing it on different PCI Express slots on the board.
