Microsoft Windows 10 (32-bit)

Need some verification. My desktop starting turning off & on and will not boot. I replaced power supply, reset CMOS, disconnected hardware, no help. I disconnect the 4 pin on the motherboard and the fans run and lights come on. Is this a motherboard or CPU issue?

Nice troubleshooting!

 

It's one or the other if you disconnected all unnecessary internal hardware and are only connecting a monitor to the PC.

 

Also talking about disconnecting all SATA drives, front USB which includes the card reader.

 

Probably the MB. CPU failure is possible but MB failure is more likely.
