The issue you're experiencing with your HP Laptop PC (model 20-b313w) where the power button lights up but there’s a steady blinking light and a blank screen may indicate a hardware or firmware issue. Here are some steps you can try to troubleshoot.

 

Perform a Hard Reset

  • Disconnect the power adapter from your laptop.
  • Remove the battery (if it's removable).
  • Press and hold the power button for 15-30 seconds to drain residual power.
  • Reconnect the battery and power adapter.
  • Try powering on the laptop.

Check the LED Blinking Code

  • The blinking pattern of the light could indicate a specific error (such as memory, power, or system board issues). HP laptops often blink in patterns that signal different hardware issues (e.g., 2 blinks = memory error, 3 blinks = system board).
  • Count the blinks and check HP's support documentation for your specific model to interpret the blinking code.

Perform a BIOS Reset

  • Turn off the laptop.
  • Press and hold the Windows key + B key, and then press the power button for 1-3 seconds.
  • Release the power button but continue to hold the Windows + B keys until the BIOS recovery screen appears.
  • Follow the on-screen instructions to restore the BIOS to default settings.

Test External Monitor (If Available)

  • Connect your laptop to an external monitor using an HDMI or VGA cable.
  • Turn on the laptop to check if the display works on the external monitor. If it does, the issue may be related to your laptop screen.

Check RAM Modules

  • If you're comfortable opening the laptop, try reseating the RAM modules.
