Hi @jaingram,
Welcome to HP Support Community.
Thank you for posting your query, I will be glad to help you.
The issue you're experiencing with your HP Laptop PC (model 20-b313w) where the power button lights up but there’s a steady blinking light and a blank screen may indicate a hardware or firmware issue. Here are some steps you can try to troubleshoot.
Perform a Hard Reset
- Disconnect the power adapter from your laptop.
- Remove the battery (if it's removable).
- Press and hold the power button for 15-30 seconds to drain residual power.
- Reconnect the battery and power adapter.
- Try powering on the laptop.
Check the LED Blinking Code
- The blinking pattern of the light could indicate a specific error (such as memory, power, or system board issues). HP laptops often blink in patterns that signal different hardware issues (e.g., 2 blinks = memory error, 3 blinks = system board).
- Count the blinks and check HP's support documentation for your specific model to interpret the blinking code.
Perform a BIOS Reset
- Turn off the laptop.
- Press and hold the Windows key + B key, and then press the power button for 1-3 seconds.
- Release the power button but continue to hold the Windows + B keys until the BIOS recovery screen appears.
- Follow the on-screen instructions to restore the BIOS to default settings.
Test External Monitor (If Available)
- Connect your laptop to an external monitor using an HDMI or VGA cable.
- Turn on the laptop to check if the display works on the external monitor. If it does, the issue may be related to your laptop screen.
Check RAM Modules
- If you're comfortable opening the laptop, try reseating the RAM modules.
- Turn off the laptop, disconnect the power, and remove the battery.
- Remove the RAM sticks, clean the contacts, and reseat them firmly into the slots.
- Reassemble the laptop and try powering it on again.
Battery Check
- Try powering on the laptop without the battery, using only the power adapter.
- If the laptop turns on, it may indicate a faulty battery.
I hope this helps.
Take care and have a good day.
