23-q214 all in one
Microsoft Windows 10 (64-bit)

HP 23-q214 All in one won't boot. the power switch blinks 7 quick blinks and pauses then blinks 7 times again. Tech shop says the 7 blinks indicate a bad motherboard. So I installed another motherboard and it does the same thing.  So what going on here?  This time when I power it on the fan runs and a white light at bottom of the motherboard comes on then off and the fan stops and then the 7 blinks at the power switch starts blinking. 

Have reset the memory sticks and put in a new battery. What to do? Put in another motherboard? Need help!
