With HP recovery drive did hard drive extensive tests. Only failed long dst check - failure id: RGEKL3-00097X-WPTWWK-619W03
Got into DOS (via HP troubleshoot option) and "root" drive is X:\. Using DISKPART > list volume all drives are listed as "healthy" but I cannot navigate to any of them.
Questions:
1. What specifically does above failure ID mean? Can't find its meaning elsewhere on web.
2. Does ability see files & directories via dos prompt commands mean anything positive about recovery options?
3. If cloning the disk is best option, please info or link on how to do so.

You will need to replace the hard drive.
You may be able to recover data on the hard drive, but I can't say for sure.
You can try cloning the hard drive using a free utility such as Macrium Reflect, if it can read the bad HDD.
