Repair for out of warranty HP Oren Computer that won't boot up

Please can someone tell me who I call to pay for a repair for an out of warranty HP Oren computer that won't load up.  Going in circles on HP site without finding a phone number or contact means to their out of warranty repair team.

First off please know any PC repair shop in town can fix any PC.

not just HP.

and would be faster and no need to page shipping 2 ways.

just a thought there.

just  saying....

 

or ask for help?

some things  can  be simple fixes , like bad batteries.

would you pay $200 to replace a $1 battery>?  good luck!

NO PC told. (age matters)

NO warranty answers by me.
