Did your new PC do this immediately on first use? If not, please provide details on events immediately prior to the onset of this problem.
This issue could be caused by bad hardware, a bad Windows update, corrupt drivers or system files, or something you did.
You have two quick options:
1. Return the PC to the seller for an exchange/refund
2. Contact HP Support for assistance (Link).
You could try to run HP Diagnostics at system startup to check the hardware.
Tap "ESC" at startup.
Select "F2"
Run System Tests
You could also try to troubleshoot the Windows installation. This is a more involved process using the Windows Recovery Environment (Link).
It is a brand new PC; you should not have to do this stuff.
