TouchSmart 520-1050 doesn't boot... green power light is on, fan runs, "On" does not go blue.

TouchSmart 520-1050
Microsoft Windows 10 (64-bit)

On rare occasion I turn off my TouchSmart 520-105 and cannot get it to restart. I am in one of those frustrating occasions now (11/7/2017).

 

So I disconnected the power adapter from the back of the machine and reconnected it, which turned on the Green power light on the back of the PC.

 

And without touching the On button, I have the green power light on in the back, and the fan is running. And every 10 seconds the Green power light flashes, interrupting power to the fan so the fan stalls, then the fan speeds up again

 

When I press the On button, it does not turn blue and I continue to have a black screen. Fan continues to run even when I hold down the On button 10 seconds.

As I understand your device isn't booting into windows,

Don't worry as I'll be glad to help, however, to provide an accurate resolution, I need a few more details: 

Have you reset the computer to release excessive static?

Yes, I removed battery and had it unplugged for hours. Also removed and cleaned RAM, replaced one at a time, reset ROM and reset BIOS.
