Unable to boot from either dvd or usb

HP All-in-One 22-c0xx
Microsoft Windows 10 (64-bit)

I am unable to boot this system from either a DVD or from a USB stick, I have set the security to legacy and the boot order to USB, then DVD, then Hard Disk. But what ever I do it always boots into windows 10

 

The only thing that I have noticed, is that if I boot the system with a USB stick loaded it is not recognised when the system finishes loading.

 

Any Ideas gratefully received.

I have a few troubleshooting steps we could try to fix the issue:  

  1. Turn on or restart the computer.
  2. While the display is blank, press the f10 key to enter the BIOS settings menu. The BIOS settings menu is accessible by pressing the f2 or the f6 key on some computers.
  3. After opening the BIOS, go to the boot settings. ...
  4. Follow the on-screen instructions to change the boot order.
