HP Stream 14-cb164wm Laptop PC

I bought this 9/2019, sometimes ago may because it is out of memory, It was unable to do system updates, it kept going. It won't log me in with pin anymore so I started using password, then all of a sudden it looked me out, I changed password worked once, then locked me out again and regardless of how many times I changed the password it doesn't work. I tried resetting to factory settings it says starting for a second and says unable ... Let me know what questions I should answer

You can't reset the Stream models using factory reset because the internal "drive" is way too small to hold the working files.  This is a know problem with this model.

As to the passwords, I wish we could help you -- but we can't, since we have no way from here to verify ownership of any computer.

Sorry -- we are unable to assist you with that.
