Update now won't boot

I have the same problem on a HP desktop. Is there a resolution for this?

Thank you. I have Windows 10 and the computer was trying to put on a new version of that.

My PC is a HP Pavilion23.

Thank you for the additional information, @cardscraps!

I need the full model or product number of the computer.  Here is a guide to help you find it.  Please do not furnish the Serial # or any other personal information.

Also, what happens when you try to install Win 10?  Are you using HP Recovery media?

Model Number 23-a301a

Product number E9V67AA#ABG

I am not using any media, I have read how to fix but all involve going to start menu. I cannot get to any menus as it just keeps on looping around on a black screen.

Manually turn the computer off.  Then, the minute it begins to boot, begin tapping the Esc key once per second.  This should bring up the Startup Menu.
