It looks like you have an update problem. Do you know if this is caused by a Windows update or a HP update?
Shut down the PC. Only connect the mouse and keyboard. Try to start the PC again to see if the update can finish.
This site (Link) has tips to possibly recover from this error if the update cannot complete correctly.
You can try: Startup Repair, System Restore, or System Image Recovery (if you create Windows images) at the Advanced Options menu.
You will lose data if you use System Restore, System Image Recovery, or you have to use the additional HP Cloud Recovery option (Link) to reinstall the factory image. Some data will be lost using the first two recovery options; all data will be lost using the Cloud Recovery option.
Data recovery may be possible before attempting any of the recovery options above. You would have to, first, remove the HDD, connect to a different PC as a data drive to attempt data recovery.
Lastly, the errant update may recur, so you could see this happen again. It depends on what's causing the hanging update.
