After login the system fails to load. The screen refreshes every few seconds, but it won't get further than that (won't load icons, start menu won't open). I have run a diagnostic HP Startup Menu - the memory test passed, but on the HDD test I got issue code UE1WS4-000AS1-X87T7F-61FA03.
I am not sure what this means or what to do next. Any thoughts?

Below is the failure report generated by the code you posted, minus your PC's serial number.

You will need to install a new hard drive and reinstall the operating system.
Below is the link to the service manual, where you can find the hard drive removal and replacement procedure.
You may want to consider replacing the 2.5" 500 GB mechanical hard drive with a better performing 2.5" solid state drive.
After you replace the drive, you can use the HP cloud recovery client utility to create a bootable USB recovery drive that will reinstall W10, the drivers and the software that originally came with your PC on the new drive.
This package provides the Cloud Recovery Client for supported models running a supported operating system. This Client Utility enables users to download the Recovery Kit from the cloud.

I have attached the instructions for use below.
Another option appears that you can install a NVMe M.2 SSD and have very fast drive performance.
See chapter 2, page 11 for the list of supported drives.
