No, it usually Just gives me the option to either ‘upgrade and restart’or ‘upgrade and turn off’ and I chose the second.

Since this is Windows 7, try starting in "safe mode" and see if it will proceed past the problem area.

You can enter safe mode at startup by tapping  F8 about 1-2 times per second as soon as pressing the physical start button

No, it’s still not doing anything. It does give me a options when I press F1-the startup menu
