my daughters white all in one pc wont turn on it attempts it for 2 seconds then nothing screen is blank.  power light on at point power cable is inserted but front LED doesn't come on.  had a local company look at it they said it was a board fault and unrepairable only 13 months old

Welcome to the forum.

I am not a HP employee.

 

It is either the external power supply, a MB problem, or a component connected to the MB. 

 

Most components are integrated on the MB so the local PC tech probably checked the system without any connected components or swapped in different known good components.

 

Not much else can be done except to verify the MB has failed. 

 

Replace the MB if this is the cause or buy a new PC.
