Operating System: Microsoft Windows 10 (64-bit)

I hope someone can help me. A blue rectangular box appeared in the middle of my screen, said it was shutting down then some other words but could not read them, then LOCKED popped up and now I cannot turn it back on. Tried to turn the pc back on by holding down the power button and that did not work. Please help...
