We had a power outage and when i turned the computer on  the screen was black with a blue box in the center 
Boot Device Not Found 
Please install an operating system on your hard Drive
Did the hard drive test and that was ok....
went into BIOS and each day was Disabled

Please advise

It is possible that the power outage forced the BIOS SETTINGS back to some "default" values.

Check that your disk-drive is listed as the first item in the list of "bootable" devices.

 

Note that the "quick test" only confirms that the disk-drive is present, and is capable of reading/writing. 

It does not confirm that all the "essential" files to start Windows are present and uncorrupted.

Boot from Windows Installation Media, and choose "Repair", instead of "Install Windows Now".
