There are typically two different ways to get to the Boot Device menu ...
1) Press the Esc key repeatedly while rebooting, and when the HP Start Menu appears, select the boot option, usually shown as F9
2) Press the F9 key repeatedly while rebooting -- and this should eventually launch the Boot Device menu.
