I decided to replace the processor of my HP EliteDesk 705 G4 35W Mini PC with the 2400ge with my old 2200g technically supported (both by bios and by power supply and mobo) but after the change the computer does not start it only flashes red and beeps.
how can I do?
P.S. I decided to change the processor because the low tdp of the 2400ge is better for my server.

Count the number of beeps. It is a repeating error code.
Did you consider disconnecting the hard disk to see if all you got was can not find installed or bootable OS?
If that is what happens, reinstalling Windows 10 should resolve the issue.

it seems to beep 3 times and then restarts.
I've already tried starting it without the hard disk but it won't let me enter the bios
If I can today or tomorrow I will try to make a video or double check the number of beeps

The manual says three beeps it is a hardware issue.
I would suspect the issue is the processor and put it back in for troubleshooting purposes.
You said you can't get into the BIOS? Is there a password?
Press the power button and immediately tap the F10 key.
