Hi:
What BIOS version are you running on it?
If you are running BIOS v2.29 or newer, there are two things you can do to solve the problem.
1. Install W10 in UEFI mode.
When Windows 10 is installed in Legacy mode and you have BIOS v 2.29 or newer installed, you get the long restart delay--up to 2.5 minutes.
Installing W10 in UEFI mode will resolve the problem.
To install W10 in UEFI mode boot your W10 USB flash drive from the EFI USB boot source, not the legacy one.
2. The other method to solve the problem if you don't want to reinstall W10 is to go into the BIOS>Security tab>System Security>Embedded Security Device Support, change the setting from Enabled to Disabled, save the setting there and again when you exit the BIOS.
That setting turns off the TPM security device.
Disabling that device will prevent you from using Bitlocker if that is important to you.
