Sorry no one has responded to your post in all this time, so I will provide some information.
This code means the internal drive has failed to degree that the boot processes can no longer detect it. This means the drive needs to be replaced.
Problem with these All-in-Ones is that they are oversized laptops with external mice and keyboards, and like the modern laptops, they are not designed to be opened by consumers.
If this PC is still under warranty, then you should really check with Customer Support at this link to see if they can do anything for you:

If it is NOT under warranty, HP will not service it for you and you will have to find a local PC service facility that will.
