the light above the power plugin lights up but the light for the power button does not seem to turn on and my computer stays off and the screen wont turn on. nothing seems to turn on except for the little dot above the plugin for the power supply

Welcome to HP Support community.

 

Provide the notebook complete model number or product number?

 

Meanwhile:

Try to connect the computer to different power outlet  and check if the issue persists?

Perform a hard reset on the notebook.

Refer this HP Document to perform hard reset:- Click here
